Why is this important?

Safety is a key requirement. However, it cannot be separated from compliance with other requirements, whether they be economic, for example lowering costs, innovation or business continuity; or legal or societal, for example public tolerance of risk, the desire for greater democracy, etc.

It is therefore necessary to better-understand how trade-offs are made between meeting a permanent safety objective and these other requirements: within companies, at regional level, at national and European level, and across these different levels.
